On August 31, 2006 the Kansas County and District Attorney’s Association released its 2006 “Legislative Grade Card”, rating State Legislators on their level of support for Law Enforcement and Public Safety issues considered by the Kansas Legislature in the past session.
Responding to this recognition Rep. Kinzer stated, “Government has no more crucial role than protecting the safety of its citizens. Reforming our criminal justice system to stiffen penalties against violent offenders and reduce recidivism is among my top priorities. As vice-chairman of the House Judiciary Committee I have pressed for legislation imposing tough minimum sentences for child sex offenders and tightening offender registry requirements. It was my great honor to be chosen to carry "Jessica's Law" on the floor of the Kansas House. This legislation provides a presumptive penalty of 25 years to life for first time child sex offenders. Developing a comprehensive approach to protecting our children from predators is vital, that is why I was so grateful to serve on the Attorney General's Security and Firm Enforcement for Kansas (SAFE) Task Force. While tougher penalties and enforcement are crucial, they are not enough to provide our citizens with the level of safety they deserve. We must also be diligent in making sure our entire criminal justice system is designed to both punish criminals and to reduce recidivism. As a commissioner on the Kansas Criminal Justice Recodification, Rehabilitation, and Restoration Project I have had an opportunity to work with judges, prosecutors, corrections officials, religious leaders and many others to recommend comprehensive reforms that will make Kansas a safer place to live and raise a family.”
