Lance Kinzer Recognized for Perfect Attendance in 2008
On June 20th House Speaker Melvin Neufeld issued a statement recognizing Rep. Kinzer and eight other Johnson County Representatives for perfect attendance during the 2008 legislative session. Commenting on this recognition Rep. Kinzer said, “It is a real honour to serve in the Kansas House. Rep. Kinzer released the following statement regarding the Governor's decision:

“The decision to veto CARA is a tragedy for women who will continue to be exploited by an industry that places profit above respect for human life. Sadly in Kansas it is not only the abortion industry itself, but the government agencies that are charged with regulating them, that have consistently ignored Kansas law and made our State the late term abortion capital of America . This veto will serve to further the tragedy of abortion in Kansas . CARA passed both the House and Senate by substantial margins because it represents exactly the kind of reform necessary to protect women and enforce existing law. I will do everything in my power to work to override this veto.”.

Lance Kinzer Announces Re-Election Bid
State Representative Lance Kinzer (R - Olathe), has filed for re-election to the Kansas House. Rep. Kinzer has represented District 14, which consists of much of Northern Olathe, since July of 2004.

Commenting on his decision to seek re-election Rep. Kinzer said, ”It is a tremendous honor to serve the people of the 14th District in the Kansas House. My family first moved to Olathe in 1979, I have deep ties to this community and care deeply about its future. The House Judiciary Committee will hold hearings Monday, February 18th on HB 2825. The measure was introduced by Rep. Rep. Kinzer Introduces Bill Broadening Local School Districts Ability To Seek Funding For Early Childhood Learning Centers
Rep. Lance Kinzer has introduced legislation (HB 2798) which would allow local school boards to apply for Board of Tax Appeals authorization to raise additional funds to defray costs associated with the opening of new early childhood learning centers. Wichita Eagle Editorial Criticizes Governor Sebelius for Veto Of Kinzer Proviso Regarding Late Term Abortion Reporting
On May 24, 2007 Brent Castillo of the Wichita Eagle Editorial Board wrote an article castigating Governor Sebelius for her recent veto of a budget proviso introduced by Rep. Lance Kinzer. This proviso would have required the Kansas Department of Health and Environment to begin following a long ignored Kansas law regarding late term abortion reporting requirements. Mr. Castillo accused the Governor of "blowing more smoke than a western Kansas coal plant" when she claims the proviso raises privacy concerns.

Kansas Budget Growth a Real Concern
On May 2, 2007 the Kansas Legislature adjourned after passing a state general fund (SGF) budget of almost $6.1 billion, an increase $456 million from the prior year. This represents increased spending of more than 8% despite the fact that inflation plus Kansas population growth combined were only about 3.5% over the last year. I voted against this budget because I do not believe that Kansas can sustain such spending growth.

Lance Earns "Champion of the Taxpayer Award" from AFP
Lance Kinzer was one of just six area State Representatives to receive the "Champion of the Taxpayer" award from Americans for Prosperity-Kansas.

Kinzer noted, “Since 1970, the State General Fund has increased more than 1500%. To help put this growth into perspective, in 1970, per capita Kansas income was $3,818. If Kansas per capita income had grown as fast as the SGF, every Kansan would be making more than $60,000 per year. In reality, however, per capita income in Kansas is about $36,000 per year.”

Amendment Aimed at Strengthening Late-Term Abortion Law
TOPEKA (April 26, 2007) – State Representative Lance Kinzer (R-Olathe) brought before the House of Representatives today an amendment on House Substitute for Senate Bill 357 to strengthen the enforcement of late-term abortion laws in Kansas. K-State Scientists Recognize Rep. Kinzer for Support of Ethical Umbilical Cord Matrix Stem Cell Research
In a letter dated September 26, 2006, Dr. Duane Davis, Dr. Deryl Troyer, Dr. Mark Weiss and Dr. J. Ernest Minton wrote:

“Dear Representative Kinzer: On behalf of everyone affiliated with the Midwest Institute for Comparative Stem Cell Biology here at K-State, we extend our sincere appreciation to you for your pivotal role in the state appropriation directed toward support of the Institute, both here and the University of Kansas. We believe non-controversial stem cells such as the umbilical Cord Matrix Stem Cells (UCMSC), discovered here at Kansas State, should be given top-priority in stem cell research. Your efforts help us move forward as we continue to uncover the enormous potential of these cells.”

During his time in the legislature Rep. Kinzer has been a vocal supporter of efforts to making Kansas a world-wide leader in non-embryonic stem cell research. He has consistently advocated for the establishment of a Non-Embryonic Adult Stem Cell Research Fund to advance successful and ethical research in the state of Kansas. Lance has also supports the establishment of a Kansas Umbilical Cord Bank Fund to provide grants to help establish or expand private umbilical cord bank organizations.

Olathe Delegation Objects to Iraq Resolution
Topeka, KS – Today, after a hearing in the Federal and State Affairs Committee, several members representing the local Olathe delegation to the Kansas Legislature issued a statement regarding Senate Concurrent Resolution 1605, offered by Senator Donald Betts (D – Wichita). The resolution, which criticizes United States involvement in Iraq, calls on the Congress to prohibit the President from increasing troops in Iraq, and includes a provision calling on the Congress to cut off funds for the effort.

In response, Senators Julia Lynn and Karin Brownlee, and Representatives Lance Kinzer, Arlen Siegfreid, Anthony Brown, Mike Kiegerl, Rob Olson and Benjamin Hodge, issued the following joint statement.

Kinzer Blasts School Funding Plan as Unfair to Johnson County
Topeka , KS – Today, State Representative Lance Kinzer joined a coalition of Johnson County lawmakers in voting against the lockbox bill, SB 30, due to the current school finance plan’s unfairness to Johnson County schools. Though the vote was 105-17, ten of those 17 “no” votes came from Johnson County legislators. Kinzer was joined by Johnson County State Reps. Arlen Siegfreid, Terrie Huntington, Tim Owens, Stephanie Sharp, Mike Kiegerl, Kevin Yoder, Sue Storm, Ben Hodge, and Anthony Brown in voting against the plan.
